Why the cheapest quote costs the most, with the arithmetic

A contractor 12% below the others is not more efficient — they have priced the work without the preliminaries. You pay it later as variations, and by then you have no leverage because they are on site. Compare the preliminaries line before you compare the total.

Rebar waste: the 8% nobody budgets and everybody pays

Bars come in 12 m. Your slab is 7.2 m. The offcut is 4.8 m and it goes in the scrap pile unless somebody planned for it. Schedule the cutting across the whole floor instead of per element and that 8% becomes about 2%. On a G+4 that is roughly four tons.
